In another successful transition from pop-up to permanent, Saiphin Moore’s (of Rosa’s Thai) dim-lit café just off the Strand, follows the popularity of a temporary home in Victoria last year. “Whether this is really Lao or northern Thai/Isarn food is an open question, and the menu is small, but the dishes are delicious and at the right spice level.”
